What Makes an ICDBG Application Competitive?

Start With a Project That Is Clear

ICDBG can support important Tribal community development priorities, but a competitive application needs to make the proposed project understandable. The applicant should be able to explain what it plans to accomplish, who will benefit, what the project will cost, and how the work is expected to move forward.

The clearer those decisions are before the application is written, the easier it is to build a consistent submission.

Support the Story You Are Telling

A narrative can explain why a project matters, but supporting documents help demonstrate that the project is real and has been thoughtfully developed. Budgets, schedules, resolutions, commitments, maps, plans, and other materials should support the same basic project described in the narrative.

Readiness Matters

A project can be important without being fully ready for a competitive application. Planning, cost information, project decisions, approvals, or supporting documentation may still need attention.

The exact requirements will depend on the applicable ICDBG NOFO. Preparing the underlying project before the notice is released can give the applicant more time to respond strategically once the competition opens.
