Do Not Treat the Programs as Interchangeable
ICDBG and IHBG Competitive can both support significant investments in Indian Country, but they are distinct programs with different authorities, purposes, and competition requirements.
A project should not be pushed toward a funding source simply because an application window is open. The better question is whether the program is a strong and lawful fit for the project the community actually needs.
Start With the Project
The funding conversation is clearer when leadership first defines the priority: housing, rehabilitation, infrastructure, community development, facilities, or another need. The organization can then evaluate which funding opportunities are appropriate and how ready the project is to compete.
Some Projects Need More Than One Funding Source
Larger Tribal projects may rely on multiple grants, formula funds, Tribal resources, financing, or other sources. That means the funding strategy may involve both selecting the right program and deciding how different resources can support different parts or phases of the project.
